Payment gateways for Indian startups (2026): Razorpay, Cashfree, PayU, PhonePe PG, Juspay

Read from each vendor's pricing page on 25 October 2026 • Rechecked monthly • No ratings, no rankings: what each page says, quoted

The short answer

On the vendors' own pages, Razorpay and PayU charge 2% on domestic cards, netbanking and wallets, Cashfree's standard fee is 1.95%, and PhonePe PG lists 1.99% but shows it as free during an offer. GST at 18% is charged on the fee, not on the payment.

International cards cost 3% at Razorpay and PayU, and 2.99% (Visa, Mastercard) or 2.95% (American Express) at Cashfree. Settlement runs from T+1 to T+2, with instant settlement sold as an extra.

Juspay publishes no rates. It routes your payments to other gateways (it lists connections to 300+ PSPs), and its own payment aggregator, HyperPG, has no pricing page.

How to choose

  1. Work out your payment mix first: how much comes by UPI, by domestic card, by Amex or EMI, and from abroad. The fee that matters is the one on your largest share.
  2. If most of it is UPI, ask the gateway in writing what you pay on UPI. Razorpay's two pricing pages disagree: one says zero MDR, the other a 2% platform fee.
  3. If you sell abroad, compare the international card rate: 3% at Razorpay and PayU, 2.99% for Visa and Mastercard at Cashfree.
  4. If cash flow is tight, check settlement: T+1 at Cashfree, T+2 at PayU, and Razorpay's pages say both. Instant settlement is extra (0.30% at Cashfree).
  5. Price your plan at the standard rate, not the offer: Cashfree's 0% runs only to 31-Mar-27 and only for new merchants; PhonePe PG does not print when its offer ends.
  6. If you already use two or more gateways and want to route between them, that is what Juspay sells; ask it for a quote, since it prints none.

Questions people ask

Which payment gateway is cheapest for an Indian startup?

On standard domestic rates printed on the vendors' pages, Cashfree's 1.95% is lower than the 2% at Razorpay and PayU; PhonePe PG lists 1.99% but shows it as free during an offer. Which is cheapest for you depends on your mix of UPI, cards and international payments.

Do payment gateways charge for UPI in India?

Bank-to-bank UPI carries zero MDR. Some gateways still charge a platform fee: Razorpay's pricing blog says a 2% platform fee + 18% GST applies, while its pricing page says zero MDR. PayU says merchant UPI pricing varies by business type and volume. Ask for the UPI rate in writing.

Is GST charged on the whole payment?

No. GST at 18% is charged on the gateway's fee, not on your customer's payment, as PhonePe's pricing page puts it: GST is charged only on the platform fee.

What do international cards cost?

3% at Razorpay and PayU; 2.99% for Visa and Mastercard and 2.95% for American Express at Cashfree. PhonePe PG says international payments come under the same pricing structure.

How fast is settlement?

T+1 at Cashfree and T+2 at PayU. Razorpay's pricing page says typically T+1 or instant, its pricing blog says T+2 business days for domestic payments. Instant settlement costs extra: 0.30% at Cashfree.

Is Juspay a payment gateway?

Juspay mainly sells orchestration: it routes your payments to the gateway that performs best and lists connections to 300+ PSPs. It also runs a payment aggregator, HyperPG. Neither publishes prices.
