The short answer

Insurance penetration in India was 3.7% in 2024–25, the same as in 2023–24, according to IRDAI's annual report. Life insurance penetration slipped from 2.8% to 2.7% and non-life stayed at 1%.

This is the regulator's own figure, so there is one number, not a range of estimates. The uncertainty is in what it means: penetration measures premiums against GDP, not how many people are covered.

How we got this number

  1. Take the regulator's figure from the IRDAI annual report for 2024–25: 3.7% overall.
  2. Split it: life 2.7% (down from 2.8%), non-life 1%.
  3. Note the date: this is the latest annual figure; the next annual report is not yet out.

What this number does not tell you

  • Penetration is premiums divided by GDP; it says nothing about how many people hold a policy.
  • Government health schemes are not counted as insurance premiums.
  • The figure lags by about a year.
