How BBPS B2B Invoice Payments and Settlement Work in India

31 October 2026 • 7 min read

In short

  • BBPS B2B uses the Bharat Bill Payment System, which RBI regulates and NPCI Bharat BillPay Limited (NBBL) runs, to present and pay business invoices.
  • Sellers join as billers through a Biller Operating Unit; buyers pay through a Customer Operating Unit; NBBL clears and settles.
  • RBI's 2024 Directions promise guaranteed settlement but name no settlement day. We could not confirm a T+1 rule, so this page does not state one.

Checked 31 October 2026. Every figure and rule below comes from a page we opened on that date.

1. What BBPS B2B is

The Bharat Bill Payment System (BBPS) is the network behind most bill payments in India. The rules for it are in RBI's Master Direction, "Reserve Bank of India (Bharat Bill Payment System) Directions, 2024". RBI issued it on 29 February 2024. It says "These Directions shall be applicable from April 01, 2024." It is issued under Section 18 read with Section 10(2) of the Payment and Settlement Systems Act, 2007.

The Directions apply to NBBL and to every Bharat Bill Payment Operating Unit (BBPOU). They describe NBBL as "a wholly owned subsidiary of National Payments Corporation of India". The central unit that "operates BBPS; sets operational, technical and business standards" is called the BBPCU, and NBBL is the one RBI authorised to be it.

The B2B use came later. According to Outlook Business, the RBI Governor launched the B2B product at the Global Fintech Fest 2024 on 28 August 2024. A seller registers as a biller, and buyers pay for goods and services through Bharat BillPay channels. A Zoho press release of 29 August 2024 says "NBBL's BBPS standardises invoice presentment and payments."

One naming point. The Bharat Connect website (bharat-connect.com) has a menu link called "Bharat Connect for Business". We could not open that page, so we cannot tell you what it says.

2. Who is in the chain

RBI's Directions name these roles:

  • NBBL (the BBPCU). Sets the standards and, in the Directions' words, "also undertakes clearing and settlement activities for transactions routed through the BBPCU."
  • BBPOU. The Directions say a BBPOU "may function either as a Biller Operating Unit or a Customer Operating Unit or both."
  • Biller Operating Unit (BOU). "an entity which onboards biller(s), either directly or through biller aggregator(s)". In B2B, the seller is the biller.
  • Customer Operating Unit (COU). "an entity which provides its customers with an interface" to pay bills. In B2B, the buyer's side uses a COU.
  • Sponsor bank. A bank that, in the Directions' words, "facilitates settlement of non-bank BBPOUs with NBBL."

Read the letters carefully: B is biller, C is customer. Some write-ups swap them.

Banks are not the only operating units. Zoho said in August 2024 that Zoho Payments, a payment aggregator, "registered as a Bharat Bill Payment Operating Unit (BBPOU) with the NBBL".

3. How an invoice moves

The Directions define a bill as "any notice for payment raised by a biller for recurring or non-recurring payments." An invoice fits that wording, though the Directions do not use the word invoice in that definition, so that is our reading.

Outlook Business lists what the B2B product covers: business onboarding, search and add business, purchase order creation, invoice management, automated reminders, guaranteed settlement and online dispute resolution. PayMate, one of the firms that built a platform on it, said the aim is "real-time invoice status visibility between buyer and supplier."

In plain steps, using only what the sources above support:

  1. The seller is onboarded as a biller by a Biller Operating Unit.
  2. The seller raises an invoice, which the buyer can see.
  3. The buyer pays through a Customer Operating Unit.
  4. NBBL clears and settles the transaction.
  5. Both sides see the status. Disputes go through NBBL's system.

The message formats, security rules and API fields behind these steps are in NBBL's technical documents. We could not open them, so we do not describe them.

4. Settlement: what is confirmed and what is not

Confirmed from the RBI text:

  • NBBL does the clearing and settlement.
  • "Providing guaranteed settlement of all transactions routed through NBBL" is listed as a central unit job.
  • Non-bank operating units settle with NBBL through a sponsor bank.

The Directions set no settlement timing. We found no T+1 rule in them. A claim that BBPS B2B settles on a fixed T+1 cycle is not something we could source, so we left it out.

The only timing statement we could read is on the Bharat Connect home page, which tells billers they get "Fast settlements with 8 cycles in a day." That is a general line for billers, not a B2B rule, and it names no credit day.

If you are a seller, ask your operating unit to state in writing on which day the money reaches your account, and what changes on bank holidays.

5. Disputes

RBI's Directions have a section on complaints. It says operating units "shall ensure that failed transactions are dealt with in accordance with the timelines prescribed in RBI's circular" on turnaround time and compensation for failed transactions. The number of days sits in that circular, which we did not open, so we give none.

A legal commentary on the Directions says "NBBL is required to establish a centralized dispute resolution framework." Outlook Business lists "online dispute resolution" among the B2B product's features.

What we could not confirm: any window for filing a dispute on a business invoice, any resolution deadline for such a dispute, or whether a contested amount is held back while it is open.

6. GST e-invoicing

The GST Council's page for Notification 10/2023-Central Tax, dated 10 May 2023, reads "Seeks to implement e-invoicing for the taxpayers having aggregate turnover exceeding Rs. 5 Cr from 01 st August 2023". So the e-invoicing rule applies to sellers above that turnover whether or not they use BBPS.

Whether BBPS B2B itself requires an invoice reference number for each invoice, we could not confirm. PayMate says its platform "also supports e-invoicing", and Easebuzz lists e-invoicing among its features, but those are vendor claims about their own products. Check the current GST rule before relying on the turnover line; we did not check later changes.

7. What to ask before you build or buy

  • Which role does this firm hold: Biller Operating Unit, Customer Operating Unit, or both?
  • Is it a bank or a payment aggregator, and if not a bank, who is its sponsor bank?
  • On which day is the seller paid, and is that in the contract?
  • Are partial payments allowed for your biller profile? We could not confirm this from a source we could open.
  • How is a dispute raised, and what reference number do you keep?
  • What does it charge? We found no fee or interchange figure in the RBI text, and we did not find one elsewhere.

Questions people ask

What is BBPS B2B?

It is the business-invoice use of the Bharat Bill Payment System. Sellers register as billers so that buyers can pay through Bharat BillPay channels, as Outlook Business reports. NBBL runs the network under RBI's Directions of 29 February 2024, in force from 1 April 2024.

What is the difference between a Biller Operating Unit and a Customer Operating Unit?

A Biller Operating Unit onboards billers, either directly or through biller aggregators. A Customer Operating Unit gives customers an interface to pay bills. One BBPOU can be either or both, per RBI's Directions.

When does the seller get paid?

We could not confirm a day. RBI's Directions list guaranteed settlement as an NBBL job but set no timing in the text we read. Ask your operating unit for the credit day in writing.

What happens if a payment fails or is disputed?

RBI requires operating units to handle failed transactions within the timelines of its turnaround-time circular. A commentary on the Directions says NBBL must set up a central dispute framework. We could not confirm invoice-specific dispute windows.

Do I need a GST e-invoice to use it?

Notification 10/2023-Central Tax sought to bring in e-invoicing for taxpayers with aggregate turnover above Rs 5 crore from 1 August 2023. Whether BBPS B2B itself asks for the invoice reference number, we could not confirm.
